This is a nice, clean, small tachometer or speed indicator, marked BROWN & SHARPE MFG. CO. PROVIDENCE R.I. U.S.A. 746 and is also marked 746 VEST POCKET SPEED INDICATOR on the label of the box. It is in very good working order, and is designed for the user to count off the number of 100's of revolutions by to lift feeling of the thin spring steel cover you see in the picture. (Also included is the HOW TO USE INSTRUCTION PAGE).  So the count would take place in a period of one minute, then read the dial for any fraction of 100 revs. for your final RPM gauged. This tool originally came with 2 slip on rubberized points, and we do not have both of those, just one of them to offer. The gauge will work well if the tip was to be held in a chuck on the machine being test for example, but without the rubber tips, just pressing the steel tip on it to a steel shaft for example would not give an accurate reading due to slippage. A rather rare model!  The box is missing one side, some taped corners but the label looks pretty good.
