The running man is holding the tail of a large rooster. 
The figurine depicts a Tolstoy-like fairy tail of a man using a huge rooster as transport
From the Rooster's rounded chest to the tip of the man's hat is 5" long
From chest to man's foot is 5'1/2" long
From running knee to tip of hat is 3-1/4" tall.

The condition is excellent. 

Gzhel is a town in Russia where this type of blue white porcelain was made.
