This is a nice clean vintage hatchet marked "CHAMPION KELLY AXE & TOOL WORKS CHARLESTON W. VA. U.S.A." on the steel.  It's in nice shape, no rust and a good sharp 3" wide cutting edge.  The handle is very solid, fits good, appears to be original, but some new wedges in the head end to snug the head in place.  A nice Boy Scout size hatchet with a 14" long hardwood handle.
