Offering this handy fine wire end nipper marked "THE L.S. STARRETT CO.  ATHOL MASS. U.S.A. NO. 1-5-1/2".  It's 5.5" long overall with two removeable/replaceable cutter insert in place.  The current cutters are for a custom application and as you can see in the photo are beveled to fit in a tight quarter space for nipping, or possibly some sort of crimping application.  Replacement cutter can be purchased for this nipper/cutter, though we don't have any in stock.
