Interesting Sterling Silver hinged belt like bracelet. You can open it up to put it on or slip it on like a bangle. The closure is in the front and it is of a long piece goes through the loop The back in hingled. When it is in the proper position it locks in place.
It measures 2 7/8" from side to side and from fron to back it is 2 1/4".
I cannot make out the signature but I am supplying you a picture of it.
