The condition is good but old and worn. It could use a good cleaning. His hair and mustache needs to be re-shaped. There is a blotch of blue pain on the right cheek. A small amount of the blue paint is worn off the rim of the hat.
I thought at first he was Captain Kangaroo from the old children's show. However after research I see that the hat is all wrong. Plus the real Captain Kangaroo had blond hair.
